Announcement on change of English name of company

        Qinhuangdao Huadian Measurement&Control Equipment CO., Ltd. held provisiona shareholders' meeting on  September 3 of 2007. Shareholders consistent agreed to change the company's name English by "Qinhuangdao Huadian Survey Instrument & Controller CO., Ltd. to the Qinhuangdao Huadian Measurement&Control Equipment Co.,Ltd".

  The Chinese name of the company remains unchanged.
